| Basis |
| Art. 1 – The tournament will be a 9 round Swiss. It will be held from the 22nd november to the 30th november 2004. It will take place at the parlor of the Hotel Dominican Bay in (Santo Domingo) Dominican Republic. |
| Art. 2 – Time control is 90 minutes + 30 seconds increment. |
| Art. 3 – See schedule above. |
| Art. 4 – Clocks will be started punctually. Any player not presented after one hour since the beginning of the match, will not score. After two successive defaults and without any justification any player will be eliminated. |
| Art. 5 – The Appeals Committee shall be nominated or chosen before the start of the first round. It shall consist of a Chairman, two members and at least two reserve members. If possible, the Chairman, the members and the reserve members must belong to different federations. No arbiter, acting in the event shall be a member of the Appeals Committee. |
| Art. 6 – Any complaints have to be made in writing and have to be presented to the Appeal Committee within one hour after the end of the session. |
| Art. 7 – The players are not allowed to abandon the tournament hall without justification and permission of the arbiter. |
| Art. 8 – Smoking shall not be allowed in the playing hall for the duration of the event. This applies to everyone present: players, officials, media representatives and spectators. |
| Art. 9 - The fees have to be paid before the beginning of the first round. |
| Art. 10 – The play-off system will be decided once the tournament has been finished, in the presence of the appeal committee and among the following options: 1. Accumulatif system 2. Bucholz o Solkoff. 3. Sonnenborn-Berger. The play-off will be valid both for the classification and the achievement of trophies and cash prizes which will not be divided among the players that have drown. |
| Art. 11 – The registration of the players will take place the 22nd November in the Tournament Hall before 18:00 h. The non registered players that won't give us an advise won't be paired in the first round.
The inscriptions fees will be $US 60.00 for foreign players and $US 60.00 for players from Dominican Republic, players with rating 2400+ free. |
| Art. 12 – A player can get 3 byes (max) in the tournament. The players with a bye in a round will be informed when the pairings for the round are avaliable. |
| Art. 13 – This tournament will be governed by the current rules of FIDE (interpretations and appendices included) norms to which all the participants will be subjected during the tournaments. |

We took advantage of to point out several aspects:
- The water of the faucet is not drinkable
- In case of lost of keys of rooms or safes or hotel bracelets, payment will be asked
- The bracelets are of exclusive use of clients and its use in every moment during the stay is required.
